Institutions in Madrid
Madrid is home to many of the Spanish government institutions where significant decisions are made. Many of the country’s leading arbitration institutions are located here including Arbitralia, the Arbitration Court of the Madrid Chamber of Commerce, the Euro-American Court of Arbitration and the Spanish Court of Arbitration. Generally these institutions handle the settling of disputes and have more of an administrative rather than any judicial role. European Arbitration Association Law and Equito (AEADE), provides arbitration services under the precedent of Arbitration Law. Other notable institutions include the Assembly of Madrid, which represents the local inhabitants and implements the legislative authority of the community, the Banco de Espana, which is the country’s leading national bank and was founded by King Carlos III in 1782 and the Biblioteca Nacional, which is the largest and most important public library in Spain and was founded in 1711. It houses a massive collection of books, journals and manuscripts.

Banco de Espana is the national bank of Spain. Founded more than 200 years ago, the institution has always played a crucial role in the economic and social life in the country. The beginning was in the year 1782, when King Carlos III established the first modern bank in his kingdom, namely Banco Nacional de San Carlos. After numberless crises in the course of time, the bank evolved to National Bank in the end of the 1970s. Its main seat is in a magnificent building from 1884 in the heart of Madrid. The gold reserves are also said to be stored there, but unfortunately the bank is not open to the public. Banco de Espana conducts the monetary policy of the country and regulates the whole banking system.

The Arbitration Court of the Madrid Chamber of Commerce is a supplementary
organ of the chamber. It came into existence in 1989 and since then has
served as an institution, responsible for flexible, secure, fast and effective
resolution of disputes between two parties.

The Euro-American Court of Arbitration was established only recently, when in
2002 Spain's Superior Council of Chambers of Commerce announced the new institution. It has the aim to provide facilitation of the relations between European and American companies. Naturally, the seat of the court is not randomly chosen, given the key location of the country as a bridge between the two continents. The Euro-American Court of Arbitration maintains beneficial collaboration with law institutions from Europe, North America and Latin America.

Since 1887 the Madrid Chamber of Commerce and Industry has been the most
important organisation that represents the member companies from the region,
defends their interests and supports them in their contacts with various political
and economic institutions. The crucial role of the chamber is determined by the
fact that almost all entities that carry out any economic activity belong to it.
Furthermore, the chamber has established active co-operation with around
370,000 organisations from the capital and the surroundings. As far as the
organisational structure of the Madrid Chamber of Commerce and Industry is
concerned, the institution is run by a chairman, assisted by two government
bodies - the Plenary Session and the Executive Committee.

The Spanish Court of Arbitration is the supreme institution for arbitration in the
country. For 14 years the court has been working in close relationship with the
American Arbitration Association, the aim of this collaboration being to promote
arbitration as a means of dispute resolution and facilitate each other's work. It is
also the centre of an extensive network of arbitral institutions, comprising 53
regional Courts of Arbitration throughout Spain. Its main function is to administer
commercial mediation and conciliation services.

The CIMA, or Civil and Mercantile Court of Arbitration, was established in 1989 in
Madrid. Its area of competence comprises civil and mercantile conflicts and more
specifically their easy and mutually beneficial resolution. The idea of this court is to
limit the red tape, indigenous to the standard judicial proceedings. The system of
CIMA consists of a number of arbitration courts that should cover the whole territory
of the country. Most members of this private court are highly experienced
professionals of immaculate reputation. They come either from prestigious law
companies, or from Corps of State Lawyers and Corps of Attorneys of the Council of
State.

AEADE is a non-profit organisation dealing with arbitration and meditation proceedings
regulated by the Law of Arbitration. The headquarters of the institution is in Madrid, but there are regional offices in most other bigger Spanish cities. The AEADE covers
disputes and cases from all fields of economic and social life. Its structure is typical
of this type of institutions – the General Assembly elects and supervises the main governing body, namely the Board of Directors. The other administrative units are
distributed in three major areas – Office of the General Secretary, General Coordination and Financial Management.
