Budget 2022-2024 in Coriano
The municipal budget for 2022-2024 is approved this evening, December 29, in the Council of Coriano. A first objective, that of avoiding provisional operation and starting the year in full service operations, has been achieved. The line taken by the Administration is confirmed: debt reduction, tariff containment and maintenance / enhancement of services, in particular educational and social services.

On the revenue front, the rates and revenues of the IMU and the additional personal income tax are confirmed, despite the uncertainty of the post-COVID economic recovery and the entry into force of the regional law on urban planning, which limits the buildability of land with negative impact on IMU revenue. The commitment on the evasion recovery front (IMU, advertising tax, occupation of public land) remains high, for which 680,000 euros of proceeds are foreseen in the budget. In the event of an increase in the forecast of revenue with regard to road sanctions, thanks to the installation of a new service device, which will allow – among others – to allocate greater resources to the ordinary maintenance of roads and signs. The Report also provides for an increase in the indemnity for environmental hardship on municipal waste, thanks to the renewal of the memoranda of understanding with Herambiente, which has made it possible to increase the indemnity on special waste from 5 to 8 euros per ton. The major resources used to reduce school canteen rates from 7 to 6 euros starting from the new school year 2022-2023, for all children residing in the municipality. Still on the tariffs front, the exemption also for 2022-2024 of the payment of public land by public establishments and the administration of food and drinks remains confirmed. Furthermore, the administration’s administration provides for new concessions for domestic and non-domestic users as regards the punctual fee for 20 years.
EXPENSE
On the expenditure front, the amount of resources that are allocated to repaying mortgages is still high (approximately 1,300,000 euros, equal to approximately 13.57%) and personnel expenditure is also increasing again, which absorbs over 22% of resources. Thanks to the implementation of the employment plan and the strengthening of the staff, n. 5 new hires, in addition to those already arranged in 2021, with the aim of improving the services provided to citizens. On the social and school front, the expenditure necessary to guarantee the services already active in the area (UES, support to families, the elderly, minors, the poor, canteen, school transport) is maintained at high levels and also to expand the educational offer through agreements with private institutions. However, the administration’s attention is also not lacking in implementing spending efficiency measures, especially on the energy front, aimed at containing the rise in prices that has been occurring in recent months. In 2022, the operation of boilers in schools will be fully operational, leading to a reduction in consumption, while at the same time it will be an efficient path for the public lighting system, in view of the expiry of the current assignment from the CONSIP agreement. The goal is to attract not only private capital but also to intercept the state funds of the PNRR and beyond. The council has already set up a working group that should expand at the provincial level to take advantage of all the opportunities offered by the Plan. On the other hand, the 960,000 arrived from state funds that will be used in 2022 for investments and which are added to the resources already made available by the municipal administration (about 3 million in total) are already a certainty. “We like to think – comments the deputy mayor and councilor for the budget Gianluca Ugolini (in the photo) – that the policies of this administration carried out up to now (in particular that on debt reduction) in both the first and second mandates will soon grant release large sums of money every year for the benefit of the community “.
